    It’s like when police shout " put your hands up " , “get on your knees” , " don’t move" , “show me your ID” - All at the same time. When they shoot you for not moving, or for moving, it’s justified.

    The point isn’t compliance, it’s to have an excuse to justify anything you want to do later.
