I like the idea of historic teams being encouraged to stay in F1, but since Ferrari first received the payment after racing for 31 years, perhaps it’s time Williams (47 years presently) and McLaren (58 years), also got some cheddar. In fact, Sauber have now been if F1 as long as Ferrari was when it first received the payment.
When Bernie first negotiated with the teams, there were legacy payments to the old teams. But Ferrari got this payment by its agreement to join Bernie’s commercial agreement while others did not. It’s been a protected over the years.
Pretty sure both McLaren and Williams receive money under some other payment.
